Indeed, President Nixon signed the GGNRA act on Saturday, October 26, 1972. It was about ten days from the election. Two years earlier San Francisco Republican Congressman William S. Mailliard had defeated little known Democratic Candidate Russ Miller by ten thousand votes. This time, Mailliard had a more formidable opponent Supervisor Roger Boas. President Nixon was lavish in his praise of Mailliard even though Congressman Phil Burton did the heavy lifting. Mailliard beat Boas by twice the margin as he had done two years earlier against Miller. In that 1972 election, Mailliard was the only example of the Nixon coat-tail effect.
