Why was the Cliff House Sutro Baths tunnel built ?

While walking inside the long tunnel at Sutro Baths below the Cliff House the other day, I wondered why that tunnel was
built and I could not come up with an answer.

Looking closely at the area, it does not seem that the tunnel itself would have contributed to the incoming water for Sutro Baths and the end of the tunnel only leads to a rocky boulder outcrop.
If there were a beach there I could understand but there isn't any. So was this tunnel just built by Adolf Sutro as a momento to himself for his long struggle for his mining tunnel and a commemorative to the city so everyone would remember how Sutro made his initial fortune or was there some other reason.
