Sutro had his workers drive five tunnels through Point Lobos. All had different purposes.

The one Holt is referring to (which Sutro called "Large Tunnel") didn't carry water. Instead, it was a quarry tunnel used for quarrying additional rock for Sutro Baths' seawall and concrete work. Once upon a time, there were even ore carts running on tracks through the tunnel and out the north portal, leading to additional quarries on the face of Lands End.

If you look closely, Holt, you'll see some light-gauge rails in the rocks outside the north portal -- a vestige of Sutro's quarrying operation.
