Looking it up on the Internet, Wickapedia has information about it and there seems to be a lot of testamonials on the Internet about it happening throughout the country before the 1960s.

I am rather surprised that parents, who must have known about it, surely hearing about it from their kids, did not raise cane.

Some parents would not have minded, some parents would not have questioned the policy by school authorities, others may have gone to high schools or YMCAs with the same policy's but there had to be parents that would have been utterly outraged and disgusted about it and protested.

Perhaps it was a time where people did not question authority like today where even your doctor is questioned and treated with skepticism.
