Phil, I remember a man like you described, except he was white. He sold pencils near the flower stand at Geary and Stockton Streets, up by I. Magnin. He had no legs, and sat on a wooden platform on wheels. He seemed to be well known and someone was always passing the time of day with him. I got the impression that he didn't necessarily need to sell pencils but rather just liked visiting with people and this was his way of getting out and about.
